Demokratick\u00e9 v\u00fdchodisko<\/p>\n<p> <!--more--> <\/p>\n<p style=\"text-align: justify;\">Zat\u00edmco v 19. stolet\u00ed byly obavy z \/nav\u00edc je\u0161t\u011b ne p\u0159\u00edli\u0161 rozvinut\u00e9\/ demokracie vyslovov\u00e1ny velice \u010dasto, ve 20. stolet\u00ed se z\u00e1vod\u00ed o to, kdo je prav\u00fd demokrat. Obavy z demokracie se da\u0159\u00ed v\u00edce utajovat, ale ot\u00e1zky co demokracie znamen\u00e1, v jak\u00e9m smyslu je \u017e\u00e1douc\u00ed a jakou formu tud\u00ed\u017e m\u00e1 m\u00edt, se vracej\u00ed neust\u00e1le.<\/p>\n<p style=\"text-align: justify;\">Pojet\u00ed a praxe demokracie se vyv\u00edjely spolu se syst\u00e9mem, kter\u00e9mu slou\u017eila. Zprvu znamenala pod\u0159\u00edzen\u00ed vl\u00e1dy souhlasu ovl\u00e1dan\u00fdch mu\u017e\u016f, pl\u00e1tc\u016f dani, vlastn\u00edk\u016f majetku, racion\u00e1ln\u011b uva\u017euj\u00edc\u00edm a mravn\u00fdm, jejich pr\u00e1vu na \u017eivot, svobodu a majetek. Do kategorie lidu si vsak vynucovaly postupn\u011b p\u0159\u00edstup dal\u0161\u00ed skupiny a vrstvy, v\u010detn\u011b d\u011blnick\u00e9 t\u0159\u00eddy, \u017een, men\u0161in. Tak se prosazovalo pojet\u00ed suverenity a vl\u00e1dy lidu, obecn\u00fd z\u00e1jem a obecn\u00e1 v\u016fle. D\u016frazn\u011bji byla vy\u017eadov\u00e1na rovnost v p\u0159\u00edstupu k politick\u00fdm pr\u00e1v\u016fm a svobod\u00e1m a rovnost p\u0159i jejich v\u00fdkonu. Ob\u010dan\u00e9 byli form\u00e1ln\u011b odd\u011bleni od sv\u00fdch soci\u00e1ln\u00edch charakteristik, ale do politick\u00e9 sf\u00e9ry jejich konkr\u00e9tn\u00ed z\u00e1jmy stejn\u011b pronikaly. Proto bylo uplat\u0148ov\u00e1no pr\u00e1vo v\u011bt\u0161in. Ale i ty mohly pr\u00e1va men\u0161in arogantn\u011b zleh\u010dovat a p\u0159ehl\u00ed\u017eet. Byly proto zavedeny brzdy a pojistky. Uk\u00e1zalo se vsak, \u017ee v\u0161echna tato opat\u0159en\u00ed neumo\u017e\u0148uj\u00ed \u00fa\u010dinn\u011b omezovat privilegia majetn\u00fdch, privilegovan\u00fdch vrstev, \u017ee jejich jedn\u00e1n\u00ed ovl\u00e1daj\u00ed st\u00e1le v\u00edce obavy z &#8222;tyranie v\u011bt\u0161in&#8220;, tj. soci\u00e1ln\u011b znev\u00fdhodn\u011bn\u00fdch, a \u017ee tud\u00ed\u017e ony brzdy a pojistky jsou p\u0159edev\u0161\u00edm n\u00e1strojem proti nebezpe\u010d\u00edm, kter\u00e1 by mohla ohro\u017eovat majetn\u00e9 a vlivn\u00e9 vrstvy;<\/p>\n<p style=\"text-align: justify;\">Re\u00e1ln\u00fd politick\u00fd proces, to je urputn\u00fd z\u00e1pas za demokracii a skute\u010dn\u011b v\u0161eobecn\u00e9 a \u00fa\u010dinn\u00e9 uplatn\u011bn\u00ed lidsk\u00fdch pr\u00e1v a svobod, proti autoritativn\u00edm postup\u016fm, kter\u00e9 prosazuj\u00ed ve sv\u00e9m skupinov\u00e9m z\u00e1jmu soukrom\u00ed vlastn\u00edci v\u00fdrobn\u00edch prost\u0159edk\u016f. Kapitalismus pronik\u00e1 postupn\u011b do v\u0161ech struktur a tk\u00e1n\u00ed spole\u010densk\u00e9ho organismu. V\u0161e pod\u0159izuje univerz\u00e1ln\u00edm, obecn\u011b z\u00e1vazn\u00fdm princip\u016fm \u00fasp\u011b\u0161n\u00e9ho k\u0161eftu, v\u0161echno p\u0159em\u011b\u0148uje ve zbo\u017e\u00ed \/v \u010cesk\u00e9 republice se zakladatelsk\u00fdm, grundersk\u00fdm nad\u0161en\u00edm okupuje \u0161kolstv\u00ed a l\u00e9ka\u0159skou p\u00e9\u010di, pod\u0159izuje si kulturu, mor\u00e1lku, lidsk\u00e9 vztahy\/. Naopak z tot\u00e1ln\u00edho vtahov\u00e1n\u00ed mas do politiky m\u00e1 bur\u017eoazie hr\u016fzu. C\u00edlem v\u0161ech autoritativn\u00edch re\u017eim\u016f je &#8222;odpolitizovat&#8220; masy, vytla\u010dovat je z \u00fa\u010dasti na politice.<\/p>\n<p style=\"text-align: justify;\">Tento z\u00e1jem podn\u011bcuje ostr\u00e9 \u00fatoky proti v\u0161em st\u00e1t\u016fm, kter\u00e9 se sna\u017e\u00ed udr\u017eet a zv\u00fd\u0161it \u00farove\u0148 \u00fa\u010dasti ob\u010dan\u016f na politick\u00e9m \u017eivot\u011b. Jsou \u0161mahem obvi\u0148ov\u00e1ny, \u017ee manipuluj\u00ed s obecn\u00fdm z\u00e1jmem \/ve\u0159ejn\u00fdm dobrem\/ a obecnou v\u016fl\u00ed a ohro\u017euj\u00ed tak svobodu v\u0161ech, kte\u0159\u00ed se utilit\u00e1rn\u011b up\u00ednaj\u00ed ke sv\u00e9mu d\u00edl\u010d\u00edmu, osobn\u00edmu z\u00e1jmu a protestuj\u00ed proti jeho omezen\u00ed jak\u00fdmkoli zp\u016fsobem. Jsou obvi\u0148ov\u00e1ny, \u017ee mobilizuj\u00ed lidi proto, aby pro sebe z\u00edskaly jejich podporu a naru\u0161ily tak st\u00e1le k\u0159eh\u010d\u00ed soci\u00e1ln\u00ed sm\u00edr. Ob\u010dan\u00e9 jsou varov\u00e1ni p\u0159ed rizikem, \u017ee se strany a st\u00e1t stanou ko\u0159ist\u00ed byrokracie.<\/p>\n<p style=\"text-align: justify;\">Sou\u010dasn\u00fdm p\u0159edstavitel\u016fm kapitalismu nejde o fa\u0161istickou hrozbu. Ta je &#8222;men\u0161\u00edm nebezpe\u010d\u00edm&#8220; a m\u016f\u017ee se st\u00e1t i sp\u00e1sou. Ob\u00e1vaj\u00ed se d\u016fsledk\u016f toho, kdy by m\u011bl ka\u017ed\u00fd ob\u010dan pr\u00e1vo v\u0161echno v\u011bd\u011bt, o v\u0161em m\u00edt pr\u00e1vo p\u0159\u00edmo, bezprost\u0159edn\u011b spolurozhodovat. Pro ob\u010dany je ov\u0161em takov\u00e9 pojet\u00ed politiky naopak svrchovan\u011b prosp\u011b\u0161n\u00e9 a odpov\u00edd\u00e1 logice demokratick\u00fdch po\u0159\u00e1dk\u016f. Jde o vyu\u017e\u00edv\u00e1n\u00ed st\u00e1tu v z\u00e1jmu jedinc\u016f, v\u0161ech skupin, cel\u00e9 spole\u010dnosti, proti privilegovan\u00fdm, tedy i o vytv\u00e1\u0159en\u00ed p\u0159edpoklad\u016f pro prohlubov\u00e1n\u00ed demokracie, pro r\u016fst samospr\u00e1vy.<\/p>\n<p style=\"text-align: justify;\">Rozd\u00edl mezi st\u00e1tem a ob\u010danskou spole\u010dnost\u00ed, mezi vl\u00e1dou a lidem se ne\u0161et\u0159e t\u00edm, \u017ee se ka\u017ed\u00fd uch\u00fdl\u00ed do sv\u00e9 sf\u00e9ry: politikov\u00e9 se stanou profesion\u00e1ly, kte\u0159\u00ed vykon\u00e1vaj\u00ed politiku jako povol\u00e1n\u00ed, ob\u010dan\u00e9 se z politiky st\u00e1hnou, v\u011bnuj\u00ed se sv\u00fdm nepolitick\u00fdm, ka\u017edodenn\u00edm z\u00e1jm\u016fm a jen ob\u010das si vyberou z nab\u00eddky politick\u00e9ho zbo\u017e\u00ed, \u010di sp\u00ed\u0161e jeho prodejc\u016f. Rozd\u00edl se m\u016f\u017ee set\u0159\u00edt jen tak, \u017ee lid se sv\u00fdmi konkr\u00e9tn\u00edmi z\u00e1jmy vstoup\u00ed do politiky, bude si vl\u00e1dnout s\u00e1m, samostatn\u011b, p\u0159\u00edmo a neust\u00e1le \/ka\u017edodenn\u011b\/. Bur\u017eoazie a jej\u00ed mluv\u010d\u00ed spat\u0159uj\u00ed naopak z\u00e1ruky stability a \/sv\u00e9\/ prosperity v tom, \u017ee nevpust\u00ed do politick\u00e9 sf\u00e9ry \u017e\u00e1dn\u00e9 jin\u00e9 z\u00e1jmy, ne\u017e sv\u00e9 vlastn\u00ed, \u017ee jin\u00e9 z\u00e1jmy od politick\u00e9 sf\u00e9ry \/kde vl\u00e1dnou dob\u0159e placen\u00ed odborn\u00edci na st\u00e1tn\u00ed a stranick\u00e9 z\u00e1le\u017eitosti\/ odd\u011bl\u00ed a vyk\u00e1\u017ee do zv\u011b\u010dn\u011bn\u00e9 a idealizovan\u00e9 sf\u00e9ry ob\u010dansk\u00e9 spole\u010dnosti. Aby se pojistila dvojn\u00e1sob, omezuje nejen formy p\u0159\u00edm\u00e9 demokracie \/v\u010detn\u011b referend\/, ale ustupuje tak\u00e9 od imperativn\u00edho mand\u00e1tu poslanc\u016fm, po\u017eaduje, aby jim voli\u010di odevzdali svou suverenitu a vzdali se pr\u00e1va na jejich odvol\u00e1n\u00ed. P\u0159irozen\u00fdm d\u016fsledkem je r\u016fst politick\u00e9 apatie, kterou vl\u00e1dn\u00ed propaganda vyd\u00e1v\u00e1 za sv\u011bdectv\u00ed spokojenosti. Ve skute\u010dnosti se \u010dasto p\u0159em\u011b\u0148uje v cynismus.<\/p>\n<p style=\"text-align: justify;\">Rozvoj ob\u010dansk\u00e9 spole\u010dnosti rod\u00ed skupinov\u00e9 z\u00e1jmy a ob\u010dansk\u00e9 iniciativy, o ne\u017e se op\u00edr\u00e1 koncepce pluralismu a z nich\u017e byla konstruov\u00e1na idea polyarchie \/R. Da\u0159il. Tyto z\u00e1jmy a iniciativy se r\u016fzn\u011b prot\u00ednaj\u00ed, prostupuj\u00ed i podporuj\u00ed, ale tak\u00e9 vylu\u010duj\u00ed. Vztahuj\u00ed se k z\u00e1jmov\u00e9 hierarchii, v n\u00ed\u017e sotva snesou z\u00e1jmy d\u011bln\u00edk\u016f a zam\u011bstnanc\u016f, nezam\u011bstnan\u00fdch, \u017een v dom\u00e1cnosti, chud\u00fdch a men\u0161in srovn\u00e1n\u00ed se z\u00e1jmy velkokapit\u00e1lu. Jsou nejen trvale znev\u00fdhodn\u011bny, ale jejich obh\u00e1jci a p\u0159edstavitel\u00e9 r\u016fzn\u00fdm zp\u016fsobem omezov\u00e1ni a pot\u00e9, kdy byli zbaveni moci, tak\u00e9 otev\u0159en\u011b zesm\u011b\u0161\u0148ov\u00e1ni \/odbory v \u010cesk\u00e9 republice\/.<\/p>\n<p style=\"text-align: justify;\">V d\u016fsledku uplat\u0148ov\u00e1n\u00ed liber\u00e1ln\u00ed demokracie, redukuj\u00edc\u00ed politick\u00fd proces na ob\u010dasn\u00e9 p\u0159erozd\u011blov\u00e1n\u00ed politick\u00fdch pozic pro politick\u00e9 profesion\u00e1ly, vznik\u00e1 &#8222;demokratick\u00e9&#8220; elit\u00e1\u0159stv\u00ed. Propast mezi lidem a vl\u00e1dou se prohlubuje s t\u00edm, jak roste politick\u00e1 kultura a pot\u0159eby mas. Komunist\u00e9 jsou tedy pro radik\u00e1ln\u00ed, participacn\u00ed a p\u0159\u00edmou demokracii, kter\u00e1 poskytuje prostor pro ob\u010dansk\u00e9 iniciativy, pro prosazov\u00e1n\u00ed z\u00e1jm\u016f d\u011blnick\u00e9 t\u0159\u00eddy, rolnictva, ml\u00e1de\u017ee, \u017een, men\u0161in, v\u0161ech, kte\u0159\u00ed jsou syst\u00e9mem soci\u00e1ln\u011b znev\u00fdhod\u0148ov\u00e1ni. Komunist\u00e9 jsou proti syst\u00e9mu, v n\u011bm\u017e je pluralismus pouhou fas\u00e1dou, proti zleh\u010dov\u00e1n\u00ed m\u00edry a dosahu vlivu soukrom\u00e9ho vlastnictv\u00ed na st\u00e1t, proti zleh\u010dov\u00e1n\u00ed rozhoduj\u00edc\u00edho politick\u00e9ho vlivu kapitalis\u00ed\u016f.<\/p>\n<p style=\"text-align: right;\"><em>Pokra\u010dov\u00e1n\u00ed<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; 4.
